Improved Speed Test Component

To detect if the MASQ user has above minimum bandwidth speeds, the speed test has been improved so that it has a shorter duration for the user to wait (unless the user has a very low speed, in which it may timeout) and optimises testing to simply determine if user connection is above the threshold.

*Note: this speed test will produce the true maximum speeds of the user connection. It is a limited test to allow user to turn on Serving mode*
