Cycling Logic & duplicate Entry Node IDs

I was testing Neigborhood cycling to try and encounter the Black screen> I could not do that but encountered the following:
1) "The box that appears after cycling for you to confirm or reject remains in place once I have chosen to confirm and the Node has actually cycled. When you confirm a second time, it cycles but to the same descriptors again and then the box disappears" This is the breadbin screenshot. It is quite rare and hard to reproduce.
2) When choosing to cycle, the 2 entry descriptors were identical as you can see on the screen shot and it allowed me to proceed by clicking "Save and restart Node". The other screenshot shows the failure to connect following the above. I should not have been allowed to select "Save and restart Node" due to the duplicate descriptors. Did this then cause the failure to connect and the break in the logic allowing step 3 to keep trying while step 4 had failed?
It crashed and I could not shut down the modal with the X.
This may be 2 separate cards?

Win 10. Cycling the suburb or fetching new IDs and 'restart save' does not seem to work.
Despite doing both several times and allowing significant time for the UI to up date my IP remains the same.
Notes... I don't think the node is actually restarting. The UI give no indications it is or has done so. Shouldn't it show the connection process again?

Only way I can get it to change IP is by turning node off, fetching new descriptors and turning back on.
